accounting: what is 'memo accounting' in Dutch?

I need to translate the term 'memo accounting'. It appears in the following context: "Because there is no confusion about who is primarily responsible for small business economics, this is 'memo accounting' rather than 'double counting'. [...] In memo accounting (unlike double counting), you report only on measures that a person can actually influence."

I've asked our office accountant and he's never heard of this!

"Invoeren van memoriaalboekingen" or "memorieposten" is in IMHO the Dutch equivalent.

I am not sure what is meant. But maybe just is meant "non professional bookkeeping", just noting things on memo papers, sticky labels. But I am not sure. Can you look at Eurodicautom? Maybe they got an answer.
